Development of
OpenSource expertise in Universities
With the use of
OpenSource Technology, Cambodia will be completely independent from
any foreign manufacturing company, but the responsible acquisition
of technological advance mandatorily has to go through the
Universities of Cambodia, from where all new engineers and
developers will come and which will be able to make new developments
and translations for the Cambodian public domain.
OpenSource Software
Centers of Expertise must be created in one or several of the
Cambodian public and/or private universities. These center(s) will
produce the experts that the industry will need, at the same time
that they advance in research and production of basic OpenSource
materials that the Cambodian society may need, as well as selecting
new components that may be included in new versions of the basic
software package.
The
creation of such centers and their first two years of existence
would be financed by this project, maintenance after that must be
assured by the universities.
The project will also
support up to 3 competence centers in three different universities
with adequate computers (3 per center) and intermediate-speed
internet connections (128Kb) needed to work on OpenSource software.
This support will be given for two consecutive years.
This system creates a
new and easy way to develop applications that use the Khmer language
as a basis, opening a huge new field of work for these companies.
The major source of
profit for development companies will come from customer-specific
developments done over an OpenSource software base. Private
developments do not automatically go into the Public domain, unless
the authors decide to make it free software.
Government applications
should be the largest field of work for development companies. A
provision is included in this project to accelerate the
identification of necessary applications, contracting local
development companies to analyze administration processes, identify
where applications would be most beneficial for the administration
(and therefore for the citizens) and for creating the necessary
contacts between administration and software development companies.
Expertise is based on
training. The project will offer a number of free courses to
university professor, selected students and to private company
employees. These courses will be taught by guest professors from
foreign universities and by system engineers and trainers from
foreign companies, unless expert knowledge is found locally in
Cambodia for some of the modules.
Also, computer software
vendors (databases, etc…) will be invited to teach their technology.
The project will focus on Unix/Linux administration and programming,
Training, database development, integration of Khmer support
libraries and teaching of computer languages required for the
project.
Training will also be
provided on working on international OpenSource shared projects.
Collaboration, modification of applications, commitment, teamwork,
etc.
A total of six weeks of
training by expatriates is considered, including.

Linux Programming
(computer Languages)
·
OpenSource Software
Development
·
Gnome Integration,
including support for Khmer Script
·
Database development for
the Linux/Gnome environment.
Regarding Universities,
the project will also support up to 3 competence centers in three

A module on development
of Khmer Script fonts should be considered, using expert knowledge
that is available within the project.
